NOTUS: The Plan to Address Expiring ACA Subsidies Is That There Is No Plan

December 5, 2025

PENNSYLVANIA - With ACA open enrollment set to end in January and the January 1st coverage deadline approaching mid-December, Pennsylvanians who purchase their insurance through the marketplace are facing critical deadlines. Their representatives in Washington are also facing a critical deadline at the end of this month to extend expiring health care tax credits. Despite this, Congressmen Ryan Mackenzie, Rob Bresnahan, and Scott Perry have all kicked the can down the road, failing to sign onto the discharge petition to vote to extend these tax credits that keep care affordable for tens of thousands of their constituents.

“Instead of working to prevent skyrocketing health care costs for their constituents, Congressmen Mackenzie, Bresnahan, and Perry prioritized giving bigger tax breaks to billionaires. They’ve had chance after chance to extend these tax credits, but instead waited for the eleventh hour to come to take action,” said Rachele Fortier, executive director of Affordable Pennsylvania. “There are tens of thousands of Pennsylvanians residing in these districts who rely on these tax credits for affordable and accessible care. Congressmen Mackenzie, Bresnahan, and Perry must make good on their promises to fight for lower costs and back the measure to extend health care tax credits for three years.”

Congressmen Ryan Mackenzie, Rob Bresnahan, and Scott Perry have all voted twice for funding packages that do not include an extension of these expiring health care tax credits. Nearly half a million Pennsylvanians used Pennsylvania’s marketplace to get their health insurance this year, including over 20,000 constituents in each Congressman’s district who benefit from these tax credits. Without them, monthly premiums for Pennie enrollees have increased by 102% on average.
