Premiums in PA-08 Are Expected To Increase 71% Without These Tax Credits

November 19, 2025

Scranton, PENNSYLVANIA —  As debate continues in Washington over the extension of expiring health care tax credits, Congressman Rob Bresnahan has claimed that the three-year extension offered in House Democrats discharge petition would be “too long”, despite admitting that “expiration of the ACA money without a replacement plan would harm his constituents.”

“Despite the calls of his constituents, Congressman Bresnahan has failed to stand up to the Trump administration on tariffs that are jacking up prices, Medicaid cuts that are ripping away care and shuttering hospitals, and the government shutdown that left many struggling to put food on the table. All of this has led to skyrocketing costs for the working families that he represents,” said Rachele Fortier, executive director of Affordable Pennsylvania. “We are calling on Rep. Bresnahan to finally listen to his constituents and fight for their best interest - that starts by signing onto this discharge petition to extend health care tax credits and ensure affordable and accessible care for the many recipients for at least another three years.”

More than 28,000 of Bresnahan’s constituents are enrolled in Pennie, with 25,000 benefiting from the enhanced tax credits. If Rep. Bresnahan allows these tax credits to expire, monthly costs for Pennie enrollees would increase by 82% on average. In PA-08, the average expected premium increase for the Pennie users is 71%. Rep. Bresnahan failed to take action on the expiring tax credits in this summer’s Republican Tax Law, where they instead voted for historic cuts to assistance programs like Medicaid and SNAP to fund bigger tax breaks for billionaires. In September, Congressman Bresnahan signed onto a bill to temporarily extend enhanced health care tax credits for just one year, letting them expire in January 2027.
