Reps. Mackenzie, Bresnahan, and Perry Own This Health Care Cost Crisis

Open Enrollment Ends This Weekend and Congress Has Yet To Restore Critical Tax Credits That Keep Care Affordable

January 30, 2026

PENNSYLVANIA - Open enrollment for the ACA ends tomorrow. But despite the extended deadline, critical health care tax credits remain in limbo. Many Pennsylvanians who rely on the marketplace have been forced to make impossible financial decisions or forgo coverage entirely, due to the inaction of Congressmen Ryan Mackenzie, Rob Bresnahan, and Scott Perry.

“Last year, my monthly premium was $832. This year, it’s nearly doubled - I have to pay almost $1500 for the same care. That might not seem like a lot of money for our multi-millionaire congressman, but it’s a lot for working Pennsylvanians,” said Michelle Rothenbecker of Bear Creek Township. “Congressman Bresnahan’s eleventh hour support of the tax credits doesn’t change the fact that he failed to take action until it was too late for many of us. Most of his constituents have already paid the higher premiums or opted not to get covered at all. Congressman Bresnahan needs to continue fighting to restore these tax credits and proactively fight for lower costs for his constituents.”

Despite warnings from experts and advocates, Congressmen Mackenzie, Bresnahan, and Perry prioritized expanding tax breaks for the ultra-wealthy over extending these expiring health care tax credits for their constituents. All of the congressmen voted twice last year for funding packages that did not include an extension of these expiring health care tax credits.

Following months of action from their constituents, Congressmen Mackenzie and Bresnahan finally voted to restore critical health care tax credits for three years - after they had already expired. Congressman Perry not only voted against restoring the tax credits for 25,000 of his own constituents, but actually advocated for a total repeal of the ACA, putting health care at risk for millions of Americans with pre-existing conditions and leading to massive cost increases.

Without these tax credits, health care costs are skyrocketing across the three congressmen’s districts. Pennsylvanians in PA-10 face the highest increase of monthly premiums at 180%, while PA-08 residents are seeing a 84% increase. In PA–07, Ryan Mackenzie’s constituents are also facing some of the highest rate hikes, with a district-wide average increase of 178% and Lehigh, Carbon, and Northampton Counties all facing average premium increases of more than $300/month.
